Further to my letter of 20 April I enclose details of three groups of Vietnamese totalling 41 persons who have recently arrived in Hong Kong having earlier crossed the Sino-Vietnamese land border. I should be grateful if you could bring this information urgently to the attention of the relevant authorities.
I also enclose details of a group of Vietnamese who have arrived by boat in Hong Kong. This group had earlier been shipwrecked in Hong Wan. Rather than repatriate them to Vietnam, PRC officials gave them food and shelter and permitted them to purchase a boat, with funds sent from a relative in the US, and to proceed to Hong Kong.
