As boatmaster reported, the DONG XING HUA QIAO LU SHE

was a hot spot for couriers to make deals with Vietnamese. During his stay, he encountered about 200 Vietnamese. According to his contact and observation, he believed that about 70% of them were awaiting chance of escape to Hong Kong.

Four of them had knowledge of screening policy by means of BBC radio broadcast and letter before departure.

Five of them had knowledge of mandatory repatriation via hearsay and newspaper before their sailing.

Four stopovers in China in which no PRC official was ever met.

The Sino-Vietnamese border was still open and no evidence of control tightened was observed.

They had no knowledge of the following:
