the idea in your minute of 4 May is an excellent one, and that Zhou Nan's statement on 5 May(that we should resume mandatory repatriation, which the Chinese would support) gives us a perfect opening to suggest this. would like us to approach the Chinese straight away and would be grateful for advice at this afternoon's VBP meeting on whether we should do so in Hong Kong or in Peking.
