When Shu Jianping of NCNA spoke to me on other matters on 9 May, he gave a response to an enquiry we had made about assistance in Haikou (see attached letter to Carston). Shu claimed the Hainan authorities had investigated. Not only had no assistance been given by officials but no Vietnamese boat was in Haikou then. I told him that I found it hard to believe that Vietnamese would lie about where they had travelled. Why should they?

2. He also said that you had asked how the Chinese defined Vietnamese who were refugees as opposed to those settled. The answer was those who had asked to be resettled elsewhere were

refugees (he thought there were currently 40 of these in China), those who had asked to be settled in China were allowed to do so.

3. I chased Shu again for an answer on whether China would accept those VBP's who wished to marry ECVII's.
