The 13 persons of Group I and II were land-crossers from HAI NINH to DONG XINGBO ) of China.
One of them had knowledge of the mandatory repatriation by means of hearsay.

According to the VBP, the Sino-Vietnamese border was still open.

the news that they would be placed on a deserted island after their arrival in Hong Kong.
(c) the 'Push-out' policy implemented by the Malaysian Government.
(d) the registration no. of the vessel and the personal particulars of the
seller/owner.

They had not encountered PRC official.

Total no. of unaccompanied minors under the age of 18: 1 (1B).
7. They chose to come to Hong Kong instead of other countries because of safety reason.
