The Chinese policy was to treat all border crossers and coast hoppers as illegal immigrants. The border crossers, together with
those whose boats had broken down or shipwrecked, were all repatriated to China. Coast hoppers were either persuaded to leave or pushed out of Chinese territorial waters. The figure of 70,000 Vietnamese removed from China broke down as follows: 40,000 were turned back
at the land border, a smaller number were picked up in the frontier region (a strip some 10 kms deep running along the border), and others were picked up in the hinterland. Similiarly, some 10,000 were pushed off at the 12 km international sea border. Others were pushed out to sea from the coastal waters and some were driven out from ports. The figures of 40,000 and 10,000 would, the Chinese admitted, contain double counting.
Border Crossers
There were seven or eight border market places varying in size from a large courtyard to half a kilometer across. Vietnamese were allowed in in the morning to trade and were moved out at 3 p.m. These areas were not fenced in but were demarcated by natural boundaries, e.g. a ditch around them. Vietnamese "were aware" they were not allowed to cross the ditch. These market places were not officially sanctioned nor was their any agreement with the Vietnamese as to how they should be run.
