I have been sending you and Hong Kong Department blind I have copies of my correspondence with NCNA on the above. been asked to confirm that you are taking parallel action on each occasion with the MFA when you receive your copy. The view here is that the only way to get anything out of the Chinese is to make such a nuisance of ourselves that they are forced to take action.
