AVIATION SECURITY:
REPATRIATION OF 'BOAT PEOPLE': HONG KONG
1. I write to confirm my telephone conversation with you of the 18 December when we discussed whether the repatriation of the boat people to Viet Nam was likely to involve British Carriers and whether the British Government would be required to account for the security of Cathay Pacific Airlines in the transfer of these people by air.
2.
You informed me that there was no proposal at present to seek assistance from British airlines and that the authority for the transportation of the boat people feu within the terms of the Hong Kong Ordnance and responsibility for the implementation and conduct of this operation would lay in the first instance with the Hong Kong
Government.
3. You indicated from this that no prime responsibility therefore lay with the UK Government at this stage.
