Thank you for your telefax dated 16.1.90 introducing your proposed new 3 storey dormitory. I am pleased to have the opportunity to look. at your proposals.
You mentioned in your above telefax that your design will be based on the specification used at Whitehead. Please be advised that specification used for the construction of refugee camps has always been updated from time to time to incorporate new products recently available in the market and fine tunning on detailed design. Similarly, I am still looking at the specification for future refugee camps trying LO give a final touch. Nevertheless, I do not expect there will be substantial changes from its present form. Those concerned will be given a modified copy in due course.
I have no strong view to your proposed change of external panel size from 1200 mm to 600 mm wide. However, I would urge you to pay more attention to waterproofing at these joints since these weak spots will always be subject to leakages.

Regarding to your question whether this Branch would like to have your proposals submitted LO us direct, I wish to advise you that since the "turkey" concept used at Whitehead Stage III & IV has proved to
extremely successful enabling these projects being completed in time, similar
similar contract type will be used in future refugee camps and it is therefore more appropriate for you to introduce your new system to the main contractor. There is no objection for you to send a copy to this Branch for information and to keep us informed of the latest system available in the market.
