Note on the Principles for Awarding Contracts for the Construction of Vietnamese Camps in Hong Kong

It is Government's policy that all building construction contracts are let on competitive tender to ensure that public funds are spent in such a way that it gets value for money. Thus, all construction works including the refugee camps, are
let on competitive "turnkey" basis. Under this form of con- tract, the tenderers will team up with their sub-contractors/ suppliers to form a package to bid for Government projects and the lowest package which satisfies all Government require- ments and specifications will be awarded the contract. This type of contract has been used in Whitehead Stage III and IV. Not only does it prove to be economical and effective, it also enables these projects to be completed on time. Messrs. Tilden is familiar with this type of contract, having been the supplier for all the prefabricated buildings under these two "turnkey" contracts. They are also aware that all future refugee camp projects will be tendered on the same turnkey basis including the Tai A Chau project if it is to go ahead.

The Government has not received the draft proposals for the new 3-storey building type as claimed by Messrs Tilden )in their letter dated 17.11.89. Mr. Steve Tilly of Tildens was verbally advised when he visited Hong Kong in December 1989 that he should be geared up with possible future projects and be prepared to team up with the potential tenderers if he was still interested. It was, however, made very clear to him that it is not Government's policy to nominate a particular manufacturer to be the sole supplier for prefabricated buildings since it violates the prevailing contract system and goes against the principle of the competitive tender which would certainly invite complaints from other suppliers and criticism
from the public.
