In 1989 Hong Kong spent over £100 million on care and maintenance of the boat people. Because of this great input on Hong Kong's behalf, overcrowding has been reduced, although centres remain over capacity. The Hong Kong authorities will continue to improve the conditions in the camps: but the real problem will only be solved when we can establish a steady programme for the return to Vietnam of all those who are not refugees. Our efforts to achieve international agreement on this continue.
