I have been asked to reply to your letter of January 1990 addressed to Mr. Barnes. Your suggestions have been looked into by the Correctional Services The solution to the problem of open drains is to tackle the problem at source i.e. preventing the excrement and filth from getting into the open surface drains.
The United Nations High Commissioner for Refugees (UNHCR) has been asked to step up their programme on hygiene education for the detainees. The centre management has been asked to keep a close watch on this and to clean the channels more frequently.
The open trough type of toilet you have seen during your visit is a common and widely used design in Hong Kong's public lavatories.
It is efficient and effective for densely populated settings such as the detention centre which has to cope with high usage rate.
In response to your concern, the centre management has

been asked to monitor the flushing systems more closely that the automatic flushing system will function properly SO as to prevent an accumulation of
excrements.
Services in our detention centres for Vietnamese boat people are co-ordinated by the UNHCR, which has a policy of not teaching foreign language to detainees kept in detention centres. Your suggestion has been referred to the UNHCR for consideration.
