has now retired and I have succeeded him as Secretary for Security I have reviewed the earlier correspondence on this issue. I am sorry that you did not receive a fuller reply.
You raised three issues in your letter of 8 January.

Cape Collinson is an old but temporary camp, and the drainage arrangements have not been upgraded. There are, however, no major difficulties in covering the drains and the work will be carried out as soon as possible.
Lavatories
I agree that the toilets are far from satisfactory, but it is difficult to bring about significant improvements without replacing the whole system. This would involve vacating the camp and, given the pressure of numbers, we are not able to do this at present. We are,
however, able to bring about some immediate improvements. The flushing system has been improved, and the present inadequate doors on the toilets and showers will be replaced to provide more privacy.
English Teaching
The education services in the camp are provided by the International Social Services organisation under the auspices of the United Nations High Commissioner for Refugees. We have been pressing the UNHCR for some time to include English as part of the curriculum, and were glad to
