It was kind of Charles Haswell to copy to us his letter of 11 May to Stephen Tilley of Tilden Industries.
2. It may be true to say that the money HMG provides for Vietnamese Boat People accommodation in Hong Kong is not aid. But it is only a technicality surely. As we have proposed on several previous occasions, we could either formally tie money given for this purpose to purchases from the UK (the best solution I believe) or, if that is not thought desirable, at least have the Hong Kong Government told at a high level when such allocations are made that we expect it so far as possible to be spent on British goods. I doubt that Stephen Tilley took very much comfort from Charles Haswell's letter!
