1. The Chairman of the Overseas Service Pensioners'

Association (OSPA), Mr Pusinelli, is calling on you at 1500 on 9 August. He will be accompanied by Sir Phillip Haddon-Cave (a former Chief Secretary in Hong Kong) and Mr Colvyn Haye (a former Director of Education and Hong Kong Commissioner in London). Colvyn Haye has recently visited Hong Kong and will no doubt report on his discussions with the Governor and others. It would be best to treat this meeting as an introductory visit at which you get to know the key players and listen to what they have to say.

OSPA is an organisation of retired members of Her Majesty's Overseas Civil Service who have served in Dependent Territories and former Dependent Territories. focus of OSPA's work is now on Hong Kong as this is the only Dependent Territory where HMOCS members remain. Pusinelli and his colleagues have been in correspondence

with the FCO and the Hong Kong Government on HMOCS matters for many years. The main issues with which they are

currently concerned are:
