Thank you for your letter of 3 July 1990, ref 28 in AP 293/47 C (89) II.
1.
I am afraid that the sentence you quoted did crop up in a letter we sent to OSPA on 13 February. I attach a copy.
However

you should also know that Mr Burns sent a letter to OSPA on 5 June (also attached) which sets out this scheme in its correct context.
3.
You may rest assured that OSPA have not been mislead:
Mr Burns met with Sir Phillip Haddon-Cave, Colwyn Haye and
Mr Pusinelli on 9 August and they were only too well aware of the limited nature of the scheme. They thought it was totally
inadequate but "a step in the right direction". I shall send you a copy of the note of the meeting in due course.
