OSPA's statement that Limited Compensation Schemes in all other colonies had only operated up to independence and that they have invariably been overtaken by the provisions of a general compensation scheme is broadly correct.
Limited compensation schemes were usually short-lived and were subsumed within a general compensation scheme when this was introduced. As I recall some territories did not even go through the limited compensation scheme stage.

I do not think you need to respond to this. It is afterall
more than a statement of fact. But if you do I would suggest you take the line that any further compensation arrangements for Hong Kong will have to have regard to Hong Kong's own special circumstances.
