I hope that the contents of this letter will be of some assurance to the Hong Kong members of HMOCS, although I can well understand that some of my conclusions will come as a disappointment. nevertheless reiterate that we remain very conscious of the interests of Hong Kong HMOCS members and that we will continue to keep all these matters under review in close consultation with the Hong Kong Government.
