it, and as was accepted by Mr. Luce, this is quite incompatible with the final sentence of Article 100 of the Basic Law which states that "foreign nationals shall be employed only in their individual capacities".

I feel that it would be repetitious for both of us if I had to spell out once again the reasons why a general compen- sation scheme must be introduced for HMOCS members in the run-up to 1997, as these reasons must be well known, and in the past invariably accepted by the Foreign and Commonwealth Office and in particular by the Overseas Development Administration. I thus look forward to an early assurance that the 'active consideration' as to the future position of HMOCS members will be based on the assurances given in 1984/5 and as repeated in 1988; so that I may pass this on to our members and associate members in Hong Kong. The longer such an assurance is delayed, the more detrimental it is to the morale of the expatriate members of the service in Hong Kong.
