1. Please refer to the attached letter from OSPA. There is little we can say in reply, except that we have not been idle.
2. However it is becoming apparent that pressure is rising for either HKG and for HMG to do something for current HK HMOCS pensioners living in the UK, particularly in relation to SPOS. wonder whether you have any thoughts on how SPOS could be improved or altered? As I understand it, the purpose of SPOS is to ensure that pension increases for HMOCS members are in line with those for the UK civil service. The system assumes that the base pension in constant. This is true for all HMOCS pensioners except those from Hong Kong whose base rate fluctuates.
3. But all the ways I can think of to change position imply a guaranteed exchange rate, which puts us firmly on collision course with the Treasury. Any thoughts?
