So far as Rule 590 is concerned, we are content that the weapons covered by Rule 510 (ie pistols, SLR, SA80) should be visible
although, like you, we do not envisage carriage of arms at all times. We do not (not), however, believe that weapons should be pointed at suspect vessels or individuals, even if weapons are displayed by the other side, otherwise there is a very real danger of misunderstanding and provoking escalation. We therefore prefer Rule 590 The MOD have, however, emphasised that the ROE (especially Rule 520C) give a commander the ability to respond in self defence if he believes he (or a friendly unit) is about to come under armed attack. It would in any
event be a rash individual who threatened a Peacock class vessel
with small arms.

We agree with the proposed change to Rule 660C to allow escorting and with the general caveat which you propose about the area of application of these rules.
I hope that you will accept, following this explanation, that the amendments proposed by MOD will not prevent you from responding appropriately to the sort of incursions that you have been experiencing. We and the MOD would, of course, be willing to review the position if incidents were to occur which suggested they were in any way inadequate.
MOD will be responding similarly to CBF and hope, subject to any further points he may raise, to put a submission to their Ministers very shortly.
