I learnt from the press this morning that you had given up your portfolio of responsibility for Hongkong but nevertheless address this letter to you in the expectation that you will please direct it to the right quarters for attention.
Against the backdrop of car-theft being a serious challenge that plagues our community, particularly since the beginning of this year, we make specific reference to the dramatic May 3rd border incident that involved certain Chinese personnel.
