Many thanks for Stan Gibby's letter of 26 March, in which asks for comments on the proposed circular letter to Dependent Territories (DTS) by 4 April.

2. I think Stan's letter covers most of the key points. If we had more time, we might have filled in certain gaps, but the essential requirement now is to get this exercise launched without delay. Our discussions with the Channel Islands authorities on 12 March underlined the need to move quickly to resolve an issue which is no longer academic but is arguably harming their economic interests. It is clearly unsustainable that we keep enquirers (not least the OECD Legal Service) waiting for much longer for our final decision. I shall confine myself therefore to the minimum of changes and suggest some self- contained annexes to supplement Stan's draft rather than ask for any major rewrite.

Stan rightly focuses his attention on the central question: what would the practical implications of OECD membership be for the DTS? As we have earlier discussed, this boils down largely to the rights and obligations under the two Codes of Liberalisation and the National Treatement Instrument.

4. I think nevertheless that the recipients of Stan's letter might benefit from a quick introduction to the OECD before being plunged into an anlaysis of the pros and cons of membership. This could be achieved by inserting a short paragraph between para 1 and 2 referring to the "Schools Brief" on the OECD published by The Economist in January 1988 (copy attached). You might also like to attach a little piece I prepared in January this year on the OECD Codes what they cover, how they work etc. (copy also attached).
