to any particular Dependent Territory is likely to require only the
simple formality of advising the OECD Council of the names of the
Territories concerned. Before doing so, we need to know not only
which Territories wish to be involved, and to what date, retrospective
or future, it should take effect. As it would undoubtedly be
confusing to have different dates for different territories, I think
we must work on the basis that there should be only one effective date
applicable to everyone (we may need to consult you further on this
point). A retrospective date would raise the question of whether to
subscribe to all or only selective past Instruments.
Instruments coming into force after this effective date would apply to
all concerned. Again, I think that to avoid confusion it is
imperative that we should go for all or none.

8. We hope to complete the whole exercise within a couple of months.
The first step is to resolve the legal position; this we expect to do
by the end of April. By mid-May I hope that we will have received all
the reactions to this letter and solved any problems arising from it,
to enable us to complete all arrangements with the OECD by the end of
May.
