make arrangements to consult them when modifications are negotiated to OECD instruments which may affect them.

We hope to complete the whole exercise within a couple of months. The first step is to resolve the legal position; this we expect to do by the end of April. By mid-May I hope that we will have received all the reactions to this letter and solved any problems arising from it, to enable us to complete all arrangements with the OECD by the end of May or as soon as possible thereafter.

9. I would therefore be grateful if you would consult your authorities and let me have your response as quickly as possible, whether positive or negative. Those who wish to be covered by the OECD Covention and Instruments, who have not already done so, will need to let us have formal communication to confirm their wishes.
