In response to a request by Mr Maude, we completed in some hurry yesterday a note on the chances of Hong Kong becoming a member of the OECD and APEC. I enclose a copy. I fear that in order to meet the deadline for the Ministers' box it was not possible to clear all of the text with everyone concerned.

Mr Stone however saw the final version of the paragraphs on APEC. The OECD content is more or less a paraphrase of comments received from Mr Davies (FED) and Mr Gordon (UKDEL OECD) (copies attached). Just in case any of the points have been under-emphasised or over-stressed or indeed misrepresented, I should be grateful if you would now look over the note and let me have any comments аз soon as possible.

3. I would be grateful to Mr Whomersley for advice on the contents of paragraph 4 of the note and also confirmation of the assertion made in paragraph 11 about there being no discernible legal impendiments.
