C. General Direction and Co-ordination

40. Given that the DAEs are market-based economies, there would be no need to create new structures to manage relations in this area. Under the authority of the Secretary-General, a Deputy Secretary-General would assume the general direction and co-ordination of relations with DAES. He would be assisted in this task by the Liaison and Co-ordination Unit. The tasks would be:

to act as a focal point for all contacts between the Organisation and the DAES:

to propose a work programme to the DAES and to seek, in close consultation with them, feedback and inputs:

to employ resources shown under Chapter 16 (Part I) on the

expenditure side and under Chapter 14, item I on the revenue side of the budget;

to respond to initiatives for co-operation from the DAES;

to organise visits and expert missions:

to co-ordinate the organisation of seminars and workshops;

to ensure that work done by other international and regional organisations is taken into account in determining OECD/DAE activities.

41. The Liaison and Co-ordination Unit would continue to contribute to the work of the General Secretariat on relations with non-Member countries other than Central and East European countries. In particular, this would involve assistance to the Deputy Secretary-General responsible for the general direction and co-ordination of relations with the DAES, The Unit would continue to act as secretariat for the Group of the Council on Consultations for Major International Meetings and as an informal secretariat for Group B at important UNCTAD meetings. It would also be concerned with on-going discussions in other major meetings in the United Nations framework.

It is clear from the experience of the Informal Workshops that some strengthening of the Unit becomes necessary to deal with the heavy and increasingly complex administrative work involved.
