The InFormal Seminar of January 1989 and the series of four Informal Workshops in early 1990 highlighted the need to strengthen the dialogue between OECD countries and the Asian economies that have exhibited particularly strong dynamism in their market-oriented development.

Paragraph 35 of the Communiqué of the 1990 Council at Ministerial level reads as follows: "The emergence of dynamic. market-oriented economies in East and South-East Asia has significantly expanded the foundations for sustained global economic growth. Ministers consider that further progress in the dialogue with these Dynamic Asian Economies is a matter of high priority. They welcome the recent successful completion of four informal workshops covering (1) technology and the globalisation of the economy, (2) financial market reform, (3) trade policies, and (4) macroeconomic linkages. They wish the momentum of this dialogue to be maintained and intend, in close consultation with these new important partners. to chart its further development without delay. They call for a report at their meeting in 1991."

This note aims to propose guidelines for the Organisation's action in the area of co-operation with the Dynamic Asian Economies (DAEs). brief overview of the basic conditions of the informal dialogue with the Dynamic Asian Economies, the note deals successively with the form and scope
I of action taking account of the various comments received during
I consultations with the Dynamic Asian Economies on the deepening and
I broadening of the informal dialogue and the management of this dialogue.
The
attached Annex describes, as a background to this note, the various stages of the OECD/DAE process from its origin up to the present.
