EXTENSION OF CONVENTION AND INSTRUMENTS
1. I attach a draft of a letter I propose to send to Dependent Territories who for one reason or another chose not to be included in the recent declaration formally extending the provisions of the OECD. You will see that it sets out to clarify the present position and how we should look at their future status. I would appreciate any comments you may care to offer by the end of next week.
