I was interested to read John Gray's letter to
you of 17 October, recording the discussion at the
dinner that he so kindly hosted for me during my recent visit to Europe. I found it a very useful and enjoyable evening and am most grateful to John for organising it.
My main concerns about any more rapid movement towards a formal relationship between Hong Kong and the OECD are clearly set out in John's letter, in particular in paragraphs three and six. I doubt if these restraints are likely to change in the foreseeable future. But we are certainly ready to consider whether there are ways in which we can extend our informal contacts with the OECD.
Recently the OECD informed us of its intention to hold six workshops in 1991. Four of these are on economics, one on securities and one on trade (to discuss post-Uruguay Round issues). We would certainly like to attend the trade workshop and are considering our position on the other ones. The Executive Council will consider proposals on participation in the near
future.
