PERSONS ARRESTED

During 1989 a total of 43 684 persons were arrested for
crime, an increase of 2 090 from 1988. Of the persons arrested in 1989, 22.6% were involved in violent crime.
Juvenile and Young Offenders
20.
There were 7 437 juvenile offenders (aged below 16) arrested for crime in 1989, an increase of 314 persons form 1988. of the total juvenile offenders arrested in 1989, 2 647 persons were cautioned and discharged under the Superintendents' Discretion Scheme (SDS).

The rise in juvenile crime in 1989 was mainly
attributable to an increase in the number of juvenile offenders for the offences of miscellaneous thefts, robbery, possession of offensive weapon and theft from vehicle.
22.
A total of 8 283 young offenders (aged 16 to under 21) were arrested in 1989, a rise of 1 210 persons from 1988.
