3. The latest complaint was from NCNA on 16 July about HKG'S decision not to ban a film "Underground Express" which
ridicules the Chinese leadership (as well as HKG and the FCO) (Hong Kong telno 2239). The Chinese are unlikely to raise it during Mr Maude's visit but if any reference is
made, we should take the same low key approach as the PA's
office have done.
4. We cannot expect Chinese complaints to go away. Nor can
we change our position. There is a fundamental difference of perception between us about the meaning of a free society and the degree to which certain non-violent activities
should be tolerated.
