The key point is that Hong Kong will comply with the CITES decision in full. That is a major step forward.

All that is required is a reasonable breathing space to enable Hong Kong to adapt to the ban.

Rigorous controls are already in place, including a system of certification of ivory stock, a computerised date base and heavy penalties for illegal trading. All this is evidence of the Hong Kong Government's determination to implement the ban.
