CHINESE REACTION TO NATIONALITY PACKAGE: GENERAL
The aim of the package is to encourage key people to remain in Hong Kong and therefore to enhance stability and prosperity of Hong Kong. The nationality package is not aimed against China and will not damage Chinese interests.
We believe that our intentions are entirely consistent with Joint Declaration and associated UK Memorandum which does not preclude grant of citizenship before 1 July 1997. We remain fully committed to Joint Declaration and to its full and faithful implementation. We have explained this to the Chinese authorities.
Hope that the Chinese will come to recognise package as positive contribution to stability and prosperity of Hong Kong.
