As many Noble Lords have pointed out this afternoon, confidence in Hong Kong is still at a low ebb. It cannot be rebuilt overnight.
We do not underestimate the difficulties involved.
But I can give a firm assurance that Britain will defend and promote Hong Kong's interests in any way we can. Hong Kong can rely on Britain's resolve and dedication in this important task.
