Total confidence in the legal system is a prerequisite for

social stability. Need for a Joint Constitutional Court in Hong Kong. Hopeful that the Standing Committee for the NPC would wish to delegate its interpretative powers to that

Constitutional Court.

Revision of Article 18 of the second draft Basic law,

involving public order in the future SAR. Would like to see

the term "state of war" clearly defined.

Proposed amendments to the Basic Law should have the agreement

of both the Standing Committee of the NPC and of LegCo and the

Chief Executive.

The Basic Law will be Promulgated on 4 April

Democracy

3.10 Full democracy before 1997 and introduced as soon as possible.

3.11

A Green Paper should be published to convey views on a wide

range of issues relating to electoral law. Results should be

incorporated into law for the elections in 1991.

3.14 1991 LegCo elections should be 50% directly elected.

3.18- First Chief Executive to be elected by electoral college.

3.22 Second and subsequent Chief Executives by universal suffrage.

LegCo also should be sovereign.
