7. Rather than attempt to produce a further reply to the Foreign
Affairs Committee telling them what they already know, I think it
would be sensible to wait until we have something new to say and put
it into the White Paper. In order to do this we will need more time
to consider what might go in the White Paper.

If Ministers are content with this approach I will submit a
draft letter to Mr Howell accordingly.
