Goddess of Democracy
1. The Goddess of Democracy, a radio ship crewed by
Frenchmen and with a number of foreign journalists on
board, is making its way to international waters off the
Chinese coast with the intention of broadcasting
pro-democracy propoganda.
It is possible that leading
Chinese dissidents may join the vessel to broadcast in
person.
2. The Chinese have hinted that they would take
strenuous action if the vessel were to broadcast and have
warned that it would be regarded as a subversive act if
the ship was allowed to enter Hong Kong waters. The
Governor made clear to the press on 3 May that the ship
would not be welcome in Hong Kong.

After taking on provisions in Singapore on 2/3 May,
the ship was rumoured to be heading for either Hong Kong
or Taiwan. In the event it went to Taiwan where it was
granted permission to refuel.
