QUEEN'S SPEECHES ON THE PROROGATION AND THE OPENING OF PARLIAMENT

1. I attach a self-explanatory commissioning letter from the Cabinet Office, and copies of the corresponding speeches for last year. Recipients will note that the Prorogation speech deals with developments during the lifetime of the current Parliamentary session (ie since November 1988). The Opening Speech looks forward to the next session (ie in all likelihood to November 1991).

2. Policy Planning Staff, with help from PRU as necessary, will prepare and submit drafts through the Secretary of State.

3. I should be grateful for very brief contributions from Departments for the two speeches, on separate sheets of paper. In line with the pattern of last year, only the most essential points should be covered. Would Protocol Department please cover, as usual, past and pending State Visits.

4. Contributions should be sent to Mr Powell, Policy Planning Staff, copied to PRU. Nil returns in writing are required. Deadline: close of play Tuesday 24 July.
