PROROGATION AND THE OPENING OF
The Queen's Speeches and Future Legislation Committee (QL) will meet in the early Autumn to prepare for consideration by Cabinet drafts of the Queen's Speeches on the Prorogation of Parliament and on the Opening of Parliament.
I should accordingly be grateful if you would let me have by Friday 3 August the texts of any passages which your Minister wishes to propose for inclusion in either speeches. It should be assumed that both of the Speeches will follow the normal sequence, with a section on foreign and European Community policies followed by one on domestic policies and legislation. References in the State Opening Speech to legislation should be confined to the more politically important measures corresponding broadly with the "programme" category of Bills provisionally proposed for the next Session. Contributions to both Speeches should be as concise as possible.
I should be grateful if you would use separate sheets of paper for the material proposed for each Speech. It would also be helpful to have a note of the number of words in each passage.
You will recall from Joan Bailey's recent letter that this year QL's consideration of the legislative programme for the 1991/92 Session is to be brought forward by two months. This is just to remind you that we shall be writing again at the beginning of September inviting departmental bids.
