Secretary proposes for the two speeches.

Prorogation Speech
The reference to President Cossiga's visit is square bracketted
as it has not yet taken place.
The reference to conventional force reduction may need amending
if the CSCE Summit has taken place.
The reference to visa abolition for Hungary and Czechoslovakia
is square bracketted because it has not been agreed by Ministers (agreement expected in September).
