THE QUEEN'S SPEECHES ON THE PROROGATION AND OPENING OF PARLIAMENT
We have received a request from the Cabinet Office for concise contributions for inclusion in the Queen's Speeches on the Prorogation and Opening of Parliament. The drafts of the two speeches will be considered by the Queen's Speeches and Future Legislation Committee (QL) next month before they are submitted to the Cabinet for consideration.
2. We are advised to assume that both speeches will follow the normal sequence, with a section on foreign and EC policies followed by one on domestic policies and legislation. Draft passages for the Prorogation Speech which should give the exact wording of the suggested text, will therefore be needed on the Broadcasting Bill (which should by then have received Royal Assent), the British Nationality (Hong Kong) [Act and the Criminal Justice (International Co-operation) Act.

References in the State Opening Speech to legislation are to be confined to the more politically important measures corresponding broadly with the "programme" category of Bills provisionally proposed for next Session. With this in mind, a sentence will be required on the Criminal Justice Bill, the Maintenance Enforcement Bill and the War Crimes Bill (which will need to reflect the fact that the Bill is being re- introduced). Officials may wish to disagree, but I do not think that an entry needs to be prepared for the minor Bill on Representation of the People.
4. I should be grateful if the contributions which, as noted above, should be as concise as possible could be submitted via Deputy Secretaries to reach me by 4.00 pm on Tuesday 24 July
to co-ordinate and submittSir Clive Whitmore and the Home Secretary. If you and copy recipients consider that there are any policy issues or other matters which should also be included in either speech then draft passage(s) to cover these should be put forward at the same time.
