Prepared to discuss all proposals to do this.

See need for internationally agreed mechanism for dealing with minerals issue before need for it arises.

Convention of the Regulation of Antarctic Mineral Resource Activities (CRAMRA) is the only mechanism on offer to regulate mining activity in a manner which would meet all reasonable environmental concerns.

Bangladesh

We have noted with concern the Declaration of a State of Emergency in Bangladesh on the evening of 27 November, following violent political demonstrations led by university students. have been no reports of British casualties.

International

There

were cut, but have now been restored.

- We have already expressed

concern to the Bangladeshi authorities about the situation in Dhaka and

reminded them that this could have implications for future levels of foreign aid.

- We shall continue to follow

developments carefully.

- We shall be expressing our concern to the Bangladeshi High Commissioner this afternoon.

Cambodia

Our objective to create conditions to enable Cambodian people to elect a Government, free from fear of foreign invasion, civil war or Khmer Rouge attrocities.

- Have repeatedly stated that

there never has been and is no Government involvement of any kind in training, equipping or cooperating with Khmer Rouge forces.

Conference co-chairman and UN on a draft settlement document has paved way for Paris Conference to reconvene and adopt settlement.

Gulf Crisis: Wives Visits

- We fully understand the

pressure on wives to visit their husbands in Iraq.

We do not encourage them to go. The Iraqis are exploiting their emotions and using them as tools for their own propoganda.

Northern Ireland/CSCE

It is not necessary to raise the question of Northern Ireland's status in the CSCE or any other forum. Its status as part of the United Kingdom is not in doubt in international law.

- Article 1 of the Anglo-Irish Agreement affirms that there will be no change in the status of Northern Ireland.
