1. I WOULD EXPECT SIR ADRIAN SWIRE TO HOPE FOR A GENERAL DISCUSSION OF HONG KONG/CHINA MATTERS IN WHICH HE WOULD SEEK THE MINISTER'S IMPRESSION OF HIS RECENT VISIT AND GIVE HIS OWN VIEWS ON THE ECONOMY, POLITICAL FEEL OF THE TERRITORY AND THE RELATIONSHIP WITH CHINA. HE MAY TOUCH ON THE BRITISH NATIONALITY ACT AND COULD ASK WHAT IS HAPPENING ABOUT THE SECONDMENT SCHEME OR OTHER WAYS OF HELPING THOSE WORKING FOR BRITISH FIRMS. THE RECENT AMERICAN MOVES COULD WELL COME UP IN THIS CONTEXT. APART FROM THESE GENERAL POINTS, AND THE PROBLEMS WE ARE FACING ON ASA SEPARATION, I AM NOT AWARE OF ANY OTHER SPECIFIC LOCAL ISSUES HE IS LIKELY TO RAISE.

2. ALTHOUGH IT IS PRETTY TECHNICAL AND NOT HIS FIELD, THE MINISTER SHOULD BE AWARE OF TWO POINTS OF CONCERN ABOUT CPA'S ACCESS TO LONDON AIRPORTS WHICH MIGHT BE RAISED:

(A) TRAFFIC DISTRIBUTION RULES

AT LONDON AIRPORTS:

(B) SLOTS FOR CPA'S FREIGHTER SERVICES.

3. ON (A) LOCAL VIEWS ARE WELL KNOWN TO DTP. THE FACT THAT CPA- HAECO ARE CONSIDERING BIDDING FOR DAN AIR ENGINEERING'S FACILITIES AT GATWICK AND MANCHESTER DOES NOT (NOT) MEAN THAT CPA HAVE LOST INTEREST IN SERVING LONDON AT HEATHROW.

4. CPA'S CONCERNS ON (B) ARE ALSO WELL KNOWN TO DTP. THE FREQUENT DIVERSION OF CPA'S FREIGHTER SERVICES FROM HEATHROW TO STANSTEAD CAUSES THE AIRLINE A GREAT DEAL OF UNWELCOME ADDITIONAL EXPENSE.

5. EVEN MORE UNLIKELY TO BE RAISED BUT USEFUL FOR BACKGROUND IS THE FACT THAT CPA ARE DISPUTING VIGOROUSLY A DECISION BY THE SECRETARY FOR ECONOMIC SERVICES TO RE-ALLOCATE TWO UNITS OF FREIGHT CAPACITY, AVAILABLE UNDER THE HONG KONG/JAPAN CMU, FROM CPA TO AIR HONG KONG W.E.F. 28 OCTOBER.
