Passage of Nationality (Hong Kong) Act has had steadying effect on confidence. Implementation of scheme began on 1 December and first passports are expected to be issued in spring. Emigration from territory is still a matter of
serious concern. But we hope that our nationality package, coupled with measures taken by other countries, will succeed in anchoring key people.

Grateful for measures which France has taken. What
progress in implementing scheme? How many people have received naturalisation or travel permits under scheme? pressure from French companies to increase numbers?
