Thank you for your letter of 27 September, 1990.
My suggested line to take on the questions you raised, in the order they appeared, is as follows:
(a) LIA
An investigation is being carried out by the Commissioner of Police into whether the local Inspectors' Association was in possession of confidential Force morale reports. The candid nature of these reports, which makes them worthwhile, means that they are restricted to Chief Superintendents and above within the Force. There is thus a need to determine whether this confidentiality has been breached.
