making any guarantee that all (former) civil servants shall be re-employed.

other words, the SAR Government shall have the right to choose and may point or send away any former civil servants without having to bear any legal responsibilities.

To ensure against depreciation and to give expression to the spirit of contract, we request that we be given our pensions before 1997. Former civil servants who are willing to continue to serve the new Government shall have their new pensions computed in accordance with their terms of employment.

(3) Pay parity for all disciplined services

During the perilous transition period, the disciplined services are the mainstay in preserving the stability of our society and they are also the last to quit their posts in turbulent times.

Despite the difference in their jobs, all disciplined services are making the same contributions to the stability of our societies. The restrictions, strain and dangers they are faced with are more or less the same. As such, broad comparability should be maintained as far as their pay and conditions of service are concerned. Recently, the police force, however, has been exerting tremendous pressure on the Government and have even taken their case to the British Government to press for a hefty pay rise in addition to their already more favourable remunerations in total disregard of the other disciplined services and upsetting the balance in the pay structure of all disciplined services. Unfortunately the Government has submitted to such unreasonable demand of the police force. We hope the British Government will attach importance to the principle of impartiality in treating all services alike over salaries and benefits, and will shelve the decision of the Executive Council for the time being.

The Government has all along been favouring the police force in pay and benefits while ignoring our existence and contributions. Aggravated with the shadow of 1997, our staff morale is extremely low. We hope you will acknowledge our requests, so that we can maintain our morale, display our

pirit of disciplined services, and continue our contributions towards the prosperity and stability of Hong Kong.
