In addition to the anticipated change in the political arena, Civil Servants will be compelled, with no choice and through no fault of their own, to change employment from the Crown to the SAR Government. It is precisely for this very reason that Civil Servants of all grades and seniority, particularly those who joined the service prior to the signing of the Sino-British Joint Declaration, are adamant that the UK Government should have a special obligation for them. In order to reflect this special obligation of the UK Government to the Hong Kong Civil Servants, We propose to raise the maximum points for British links from the presently proposed 50 to (250, thereby enabling Civil Servants to have an edge over their private sector counterparts;
in the proposed selection scheme, the points given to the age factor is extremely unfair to those Civil Servants who are senior and experienced, yet of more mature age, but not considered to be holders of sensitive posts. We have reiterated in our previous representations that the most difficult and testing time for the Civil Service would be those years leading up to 1997, and that the stability and the effectiveness of the Civil Service will have to depend largely on the dedication and loyalty of officers who are or will shortly be holding important positions during the transitional period. We feel very strongly that this group
of officers, who are at present aged in the middle or late forties, should not be treated less favourably than those aged 30 -
We therefore propose that the beneficiary age group should cover officers between the age group of 30 and 45; and
we have been repeatedly informed that Civil Servants would Occupy about one-third of the maximum limit of 50,000 households. With 7000 places allocated to disciplined services and 6300 to holders of sensitive posts who are mainly officers of various disciplined services, what effectively left for allocation to civilian Civil Servants will then be So dismally small.
We regard this proposed allocation extremely unfair to the civilian officers. We feel that the UK and the Hong Kong Governments should be reminded that this territory cannot remain as a viable entity with the loyalty of the disciplined services alone!
