the Senior Non-Expatriate Officers Association (SNEOA) to submit this representation to you on your current official visit to Hong Kong in your capacity as the Minister of State for Foreign & Commonwealth Affairs with special responsibility for Hong Kong.

The SNEOA is one of the three constituent associations the Senior Civil Service Council established under the "1968 Agreement between the Hong

Kong Government and the Main Staff Associations".

Our members are local professional and senior managerial officers forming the backbone of the Hong Kong Civil Service.

My Lord, as you may be aware, the British Nationality Package is a subject of the most serious concern to our members.

We are confident that this package, if properly administered, will undoubtedly bolster the confidence of Hong Kong people in the future of the Territory.

While we welcome the implementation of the package, we are however greatly disappointed with certain aspects of the proposed selection criteria. In the past few months, we have made strong representations to the Chief Secretary of the Hong Kong Government, your predecessor and the Prime Minister on these issues.

So far, the replies to our representations are either immaterial or evasive. We therefore wish to bring to your attention our grave concern with the following aspects of the package:-

(a) there was insufficient recognition given to the status and contribution of Civil Servants of the Hong Kong Government when the points system was devised. We have pointed out time and again in our various representations that the UK Government must appreciate the predicament in which Civil Servants will
