Annex is a statement of the views of staff associations as expressec. at the Police Force Council. It will be seen that even those recommendations which are believed by Force management to be achievements C significance are viewed
viewed in a cynical light because the status of the Police Force is perceived to have been
been denigrated in the eyes of the Furlic.
Iri the light of the position taken by staff associations, the caverse reaction which has resulted and the damage which has been ccne tc orale, 1t js impossible for me to accept all the conclusions reached by the Review
Review Comittee. However, I am convinced that a large majority of the Porce wish to see the recommendations implemented in order to provide 2. basis for change but only if certain conditions are met and I therefore feel justified in adopting the position set out hereunder.
The Force, both staff and management, agree to the implementation cf the recommendations contained in the report, as they apply to the Force, on
strict understanding that : such agreement does not imply acceptance of all the conclusions reached by the Committee in the Report : abc. the Creas which the
the Force finds unacceptable, or on which it has reservations, will, if desired by the Force, be subject to prompt review
the proposed Standing Committee. At Annex 'F' is a broadly based list of the me:in points that will be presented to the Standing Committee for review.
that
1 wish to make it clear that the agreement is conditional and only under these conditions do the staff accept that implementation can be agreed to. I would further emphasize that the stance is also based on the stated position of the Administration that there can be no negotiation before implementation. Any change in this position in respect CL the other services or any retreat from the Administration's agreement that ell matters can be reviewed by the Standing Committee will lead to a complete loss of
of confidence
Force management and the Administration leading to a breakdown in staff relations and rorale plummeting to levels from which it will be difficult if not impossible to recover.
The Junior Police Officers' Association (JFCA) which represents the Junior Folice Officer cadre of some 24,000 men have made it clear that they carnot accept implementation voluntarily unless the conditions applied are accepted and have added that they also consider it of crucial importance that allowances already paid are not recovered. It will be clear tc

the difficulty you may have in presenting the Force position to Exco SO that it does not appear to be an ultimatum but the adverse reaction which the Report engendered makes no other position viable.
